Transfer Board Internal Execution Boundary
PRODUCT_WORKFLOWTransfer Board helps participants review how participation rights movement would flow across order, matching, settlement, wallet, portfolio, ledger, and audit layers. Current Mode uses local/dev API-backed PostgreSQL persistence for Transfer Board requests and trace records. If the API is unavailable, the screen exposes that failure and keeps an explicit local preview fallback visible.
